What is the best way to adjust the timing on my 22re engine?

I have a 93 toyota pickup and the timing is off so much that it won't even start. I do not have the slightest clue how to adjust the timing. Use a 12 volts tester it should lighten just a few degrees before the engine reaches TDC.

If your engine uses plastic in the distribution the prob could be there.
