How would you change the internet?

If you could change one thing about the internet, what would it be? Say you had unlimited funding and a company with the resources to do it. What would you add, remove, or adjust about the internet whether it be hardware, software, or something radical?How would you change the internet?I'd require everyone to get a license, just like driving a car. Can't pass the internet license test? Then you can't get on the net.
